Citizenship & The Guildpact

Introduction: The Pact That Binds the Moon

Section titled “Introduction: The Pact That Binds the Moon”

The Guildpact of Ravena is more than a treaty. It is a living framework that defines the structure of civic life on Geminaea’s artificial moon. First forged at the end of the War of the Moon as a mechanism for lasting peace, the Guildpact established both a shared legal system and a coalition government made up of ten Pact-bound guilds. Each of these guilds contributes a distinct function to the operation of Ravena, overseeing essential domains such as justice, medicine, public order, magical regulation, and spiritual life.

In addition to the original Pact-bound guilds, two Extra-Pact guilds—the Dressara Forum and Estros Assembly—have emerged through increasing interplanetary commerce and diplomatic entanglement. Though not signatories to the Guildpact itself, they are integral to Ravena’s role as the commercial and political fulcrum of Geminaea.

Through this system, citizenship in Ravena became a codified status, granting legal rights, social protections, and opportunities for civic participation. While originally confined to Ravena, the ideals of Raveni citizenship have influenced laws and governance across Vitaea and Aradaea.

The Guildpact binds ten core guilds in mutual responsibility. Each holds jurisdiction over one of Ravena’s outer districts and a seat in shared governance of the Senate Spire. These guilds are classified according to their role in upholding the foundational values of the Pact:

Guild NameRole in Ravena
Lazorian SenateGovernment, legal structure, judiciary, arbitration, and civic lawmaking
Argos LegionConstabulary, military defense, civil protection, strategic enforcement
House VulyrInformation brokers, couriers, espionage, secret communications
Morglieb SyndicateReligion, banking, debt systems, divine contracts, tithed infrastructure
Vikrin SocietyMedicine, life sciences, biological research, and pharmacology
Shelara ConclaveHealing, spiritual charity, social outreach, and conservation
Cult of LitraxaEntertainment, festivals, performance, subversion, anarchic expression
Ogruul HordeAgriculture, waste management, beastkeeping, and resource reclamation
Vezran AcademyMagical scholarship, scientific innovation, Aethyr theory, and technomancy
Drogali TribesFreedom of movement, honor-duels, and nomadic rites

These guilds are full Pact members and bound by its legal structures. Their internal laws may vary, but each must honor the decisions of the Lazorian Senate and uphold the framework of mutual arbitration.

Guild NameRole in Ravena
Dressara ForumMerchants, trade liaisons, planetary intermediaries, and financial networks
Estros AssemblyGuild-neutral labor coalitions, artisans, tradesfolk, and professional guilds

These two guilds emerged in the centuries following the Guildpact as Ravena deepened its relationships with Vitaea and Aradaea. Unlike the Pact-bound guilds, Dressara and Estros are not part of the formal legal power structure of Ravena. Their members are not granted Raveni citizenship by default, and their internal leadership does not participate in Senate deliberations.

However, their influence is profound. The Dressara Forum is a primary gateway for interplanetary commerce and diplomacy, while the Estros Assembly represents the interests of skilled labor and planetary contract workers who reside in Ravena without formal affiliation to the Pact-bound guilds.

To be a citizen of Ravena is to be recognized as a lawful participant in the shared social compact of the moon. Citizenship is not conferred lightly; it implies obligations as well as protections.

Citizenship may be granted through:

  • Birth within Ravena to registered citizens
  • Completion of an accredited Guild apprenticeship or civic tenure (5 years)
  • Sponsorship by a Pact-bound guild and approval by a Civic Tribunal
  • Exceptional acts of service to the city (recognized by at least three Pact guilds)

Citizenship may be revoked for:

  • Treason against the city or its inhabitants
  • Repeated major violations of Raveni law
  • Proven magical coercion or falsification of identity in legal registration

Raveni citizens are guaranteed the following core rights, often called the Ten Universal Compacts:

  1. Right of Legal Recognition – All citizens have access to due process under Raveni law.
  2. Right of Representation – Citizens may petition the Lazorian Senate or their guild for redress.
  3. Right of Arbitration – Disputes between citizens may be resolved through impartial tribunals.
  4. Right of Safe Passage – No citizen may be detained without formal charge or cause.
  5. Right to Sanctuary – Citizens may request temporary refuge at guild halls when accused.
  6. Right to Labor – No citizen may be barred from fair employment or guild entry.
  7. Right to Practice – Citizens may freely practice sanctioned magic or belief.
  8. Right to Assembly – Citizens may gather in public spaces unless formally restricted.
  9. Right of Reparation – Citizens harmed by unlawful action may seek restitution.
  10. Right of Appeal – All sentences may be appealed to a High Judge within nine days.

These rights apply fully only within Ravena and its extraterritorial holdings. Non-citizens may be subject to limited or altered protections.

Civic duty is the price of Raveni protection. All citizens are expected to:

  • Pay lawful taxes and guild dues
  • Respond to jury summons or civic call in times of emergency
  • Avoid interference with city infrastructure or magical equilibrium
  • Register all major spellcasting, tradecraft, or arcane research
  • Declare any significant interplanar contact or foreign entity sponsorship

Failing to uphold these obligations may result in fines, labor service, or suspension of privileges.

Most Raveni citizens are guild-affiliated, meaning they have declared allegiance to one of the Pact-bound guilds. This determines their district of residence, legal counsel, and preferred arbitration route.

It is possible, though rare, for individuals to hold dual affiliations (by bloodline and profession, for example), but they must select a primary guild for legal matters.

Citizens of Aradaea or Vitaea may apply for Secondary Raveni Citizenship through the Dressara Forum or Estros Assembly, especially in cases of trade residence, scholarship, or diplomatic mission. However, they will not be afforded full rights unless naturalized through a Pact guild.

The Guildpact remains one of the most enduring political accomplishments in Geminaea’s history, not only preserving peace between the twin worlds but crafting a model for legal and civic unity. Raveni citizenship, though limited in scope, is widely respected—and increasingly sought—as a symbol of shared destiny, self-determination, and cooperative order in an age defined by change.
